How to Obtain a CapTel Phone

Request a CapTel phone at no cost:

Low-income North Carolina residents may qualify
for a CapTel phone at no cost through the Equipment Distribution Service (EDS) from the N.C. Division of Services for the Deaf and the Hard of Hearing (DSDHH).  Free demonstrations on CapTel provided through one of the 7 Regional Resource Centers located statewide.


In order to qualify for the Equipment Distribution Service,
an applicant must:

  • Be a legal resident of North Carolina

  • Have income equal to or less than 250% of the current federal poverty level

  • Have hearing loss

  • Receive a CapTel demonstration from  
    a telecommunication consultant at a regional center

Purchase a CapTel phone: 

North Carolina residents who do not qualify for a CapTel phone through the Equipment Distribution Service may purchase the CapTel phone at a reduced cost of $75.00.



Third Party Certificate: 

Per recent FCC regulations, individuals with hearing loss may receive an Internet-based CapTel phone at no charge if they submit a completed Third-Party Certification of Eligibility. This Third-Party Certification must be signed by a hearing health professional who confirms that the applicant has hearing loss and will benefit from IP-based Captioned Telephone Service.



Third-Party Certification is only applicable to Internet-based models.

The Division of Services for the Deaf and the Hard of Hearing (DSDHH) provides services through its seven North Carolina regional centers. These services are open to Deaf, Hard of Hearing and Deaf-Blind individuals. Family members, professionals, agencies and individuals seeking information or assistance also have access to these services. There is no charge for these services.

FEDERAL LAW PROHIBITS ANYONE BUT REGISTERED USERS WITH HEARING LOSS FROM USING INTERNET PROTOCOL (IP) CAPTIONED TELEPHONES WITH THE CAPTIONS TURNED ON. IP Captioned Telephone Service may use a live operator. The operator generates captions of what the other party to the call says. These captions are then sent to your phone. There is a cost for each minute of captions generated, paid from a federally administered fund. No cost is passed on to the CapTel user for using the service.


CapTel North Carolina (CapTel NC) is funded by a surcharge on landline and wireless telephone bills in North Carolina and administered by the North Carolina Division of Services for the Deaf and the Hard of Hearing.


CapTel NC is not compatible with PBX systems, VOIP phones or digital landlines; an analog or DSL with filter landline must be used. While local calls are made at no charge, long distance calls are now available at no charge effective July 1, 2017.
